In August 2019, the Central Committee of the Communist Party of China and the State Council set up a "three- step "plan to build Shenzhen into a top global city. According to the plan, by 2025, Shenzhen will rank among the top cities in the world in economic strength and quality of development, with intensive research and development investment and a world-class industrial innovation capacity. It will be built into a modern, international and innovative city by that time, with its cultural power greatly enhanced and the quality of its public services and ecological environment reaching an advanced international level. By 2035, Shenzhen will become a national model of high-quality development and a globally recognized center of innovation and entrepreneurship. By mid-century, Shenzhen will become a global benchmark city for its competitiveness, innovation and outstanding influence. To achieve these goals, the central government will support Shenzhen in implementing a more open and convenient system for the introduction of foreign talent and allow international contributors with permanent residence to set up scientific and technological enterprises in Shenzhen and serve as legal representatives.

To respond to the central government，s call for a more globalized city, Shenzhen aims to set up 15 international communities in different areas by 2022 and build a network of international communities in the city by 2025.By 2030, international communities will become an important foundation for Shenzhen to build an international city in the new era, promoting international advanced production factors, and gathering knowledge, technology and high- end talents in Shenzhen.
